I am curious what games are out there that take place in common magic settings.

A common magic setting is one where nearly everyone can use magic (or something like magic), and the inability to use magic. if present in the setting, is rare enough to be notable. In particular, if a character is unable to use magic, it should be an important part of the plot.

Here are a few games I know about that are like that:
Saga Frontier 2 (Gustave's inability to use magic is an important plot point, and everyone else can use magic)
Dark Sun games (if you count psionics as magic)

Any others?

Shadowrun games? I know in Hong Kong one of the characters cannot use magic at all and he makes a note of it but it's not critically important to the plot :)
Companions of Xanth is set in the Xanth universe, where everyone has some sort of magical skill.

In Shadowrun: Dragonfall magic is central to companion backstories, and Shadowrun: Hong Kong points out magical phenomena is so common that the general population tend to accept things more readily.
Wasn't there another thread exactly about this a few weeks ago ?
'Common magic settings' makes me think of something akin to Diana Wynne Jones Chrestomanci series. Something a bit more subtle than the cyberpunk-fantasy world of Shadowrun.

My best bet is Blackwell. While it is NOT a 'common magic setting', it does take place in everyday surroundings, and the ghost stuff is treated as a rather conventional thing.
