Ghost of a Tale is very unique game. It features:
stealth to some degree
rpg elements with leveling up health/stamina bar which is one and is used for running
during the course of game you acquire one active (red mist) & various passive skills
it's 3D
it uses platforming in adventourous ways, such as jumping of the platforms in precise way, pushing the block so you can climb on top of it while climing the tower & watching your steps in other careful ways
it's graphics are gorgeous
you gain xp based on completing quests, collecting items & talking/singing
you can trick people that you're somebody else by wearing various clothes

It features no combat

I would describe it more like adventure with platforming, light rpg elements & stealth, but I doubt it's walking simulator or point-n-click.

Anything like that?
Seems to be one of a kind from what I know. It does borrow a lot of design ideas from Dark Souls, though. For other elements, such as animal characters and non-violent nature of the game with crafting and some light RPG elements, try Eastshade. I've just begun playing it, and am getting at least some Ghost of a Tale vibes from it.

Ha, tek sam sad primijetio državu. :)

Sadly, RPGs without combat and power fantasy haven't been very popular.
Very good thing that a game like Ghost of a Tale came and showed us that a game can be good done like this too.

Not strictly true, you can use the exploding pine cones as weapons. Very useful against the spiders.

Anyway, you forgot about the most important things - the wonderful mood and fantastic world building. I honestly think that Ghost of a Tale has the abolutely best world building I've ever seen in a game. The little part of the world we have access to is so detailed an vibrant it feels real and somehow bigger than most games with much larger worlds, and it makes the rest of the game's setting as told through dialogue, songs, legends etc. also come alive. It's quite amazing how they managed to create an entire world by crafting only a small sieve of it to perfection.

And no, I can't really think of any other game like it. And trust me, I wish I could.

Yeah, seems it's more like we should find similar things among adventures like Wolf Among us or such games that have massive worldbuilding.
Gost of a Tale is really one of a kind. I played hunderds of games, yet I cannot name anything even vaguely similar.
The closest games here on GOG that I can think of (though none exactly like Ghost of a Tale) are probably:

Thief Series
AER - Memories of Old
Hob
Rime
My Time at Portia
Golem

Possible games on Steam:

Eastshade (already mentioned above)
Submerged
Yonder: The Cloud Catcher Chronicles
Styx: Master of Shadows
Game reminds me a lot of the first Maniac Mansion. It's really old though but it carries a lot of it's core gameplay mechanics, like avoiding the inhabitants of the mansion, discovering secrets and routines to exploit and and solve riddles, finding hidden passages and rooms etc. It also reminded me a little bit of the Thief series

It's not on GOG (unfortunately PS VR), but...

a fantasy adventure with a mouse main character, but not built around stealth...

I personally don't like GOAT for mouses, but for world, graphics, 3D and worldbuilding and playstyle.
