Because it was the last Madden that was made for computers as well as consoles.

Possible? Certainly, just about anything is possible. Probable? Not likely. EA, Ubisoft and other huge publishers generally are not fond of DRM-free gaming and only release a small number of their oldest possible titles here. I get the impression that the games they do choose to release here are only those that have dropped to the bottom of their sales so there's little risk in their pro-DRM business models.

Unfortunately GOG doesn't have the power or influence to be able to choose any video games they want from big publishers and start selling them here. It's up to the publishers what they are willing to sell here. If you'd like to see that game here, vote for it on the GOG wishlist (link at bottom of page navigation), and contact the publisher/developer and politely let them know that you'd like to see the game here.

Rarely do we get new EA or Ubisoft titles in the catalogue though, and I don't think ever something as new as 2007 though, so it'll probably be a few years to see if those publishers change in light of GOG's growth and demographics.
Maybe 10 years from now, if GOG keeps growing at the current pace.

We've had plenty of games here that I never imagined we'd get: FEAR, Metro, Far Cry, Shadow Warrior (2013), Grid, Riddick, Outlast, No Man's Sky, Firewatch, Rainbow Six and so on. There's no doubt GOG is growing in popularity among publishers.

That EA publishes it isn't that big of an issue. No, the much bigger issue which has prevented EA from releasing it even on Origin (along with other older racing/sports games of theirs) are the licensing costs. EA won't renegotiate expensive licenses just to sell an older game for a mere $6/$10, which they'll have to remove from stores anyway after a few years.
