As in when a government is outlawed, should everyone be able to vote by pm/DM AND refuse to say how they voted? In this case the public would know the final vote count but not how certain people voted if they opt to not say. In this scenario, people could lie about how they voted, similar to how the pres can lie about the cards s/he received

Or, must everyone vote publicly only (in the thread and NOT by pm)

Knowing how people voted after the fact is a strong element of solving the game. So yes I'd have public announcement of individuals votes rather than a secret ballot.

Yes, votes have to be public after the vote. Keeping them hidden screws the game balance.
