Lostinablock: Meanwhile it is +2 Celsius here and the rain turned the snow into thick ice. Last winter this happened in December and this one in January. I hope no major city water pipes burst this time when the temperature gets back to -15.

At least here they always warn that when it has been quite cold (like -24 C last week) and then it rapidly goes above 0 C, many water pipes may be in danger.
I think what happens isn't that the ice expands a little bit as the temperature rises but instead that the pipes had already cracked at the lower temperatures, then the water melts and flows as the temperature rises. Keep an eye out for where it's flowing when it can again, I think is what they are saying.

Ahh Canada. Reminds of some lame mountain climbing movie a few years ago, cant recall the name but did have a tremendous line. Someone acting bitchy and some other talent-less hack says "Shes French Canadian. Today, clearly more French!" Or something to that effect.
One time during the winter in New York my heater stopped working and the water pipes got so cold it cracked due to temperature changes, maybe with hot water running through it or with the ice build up. So the basemen was flooded, fortunately the firefighter people drained it.

When the heater was fixed after a while, I swear I could feel my bones warmed up in my body.

Water is a fluid, and it does not compress. When it freezes to ice, however, it expands into a crystalline lattice. That is what can crack pipes and other things. :)

Yeah, losing power/heat anywhere where temps dip below freezing for prolonged times can be a problem for water pipes of any type, That's why I have had a generator for quite a few years now, and also installed a couple in-wall digitally controlled electric heaters in my home. They supplement the oil fired boiler heat, as well as helping to keep energy cost down when fuel oil costs soar. I'd love to escape New York and move somewhere a bit warmer, but just not in the cards for me in the immediate future unfortunately. On a kind of silver lining type of view...burst pipes do create more work for me, being a contractor.

Exactly...it's when the pipes thaw, and the ice is no longer plugging the crack it created, the leaking and flooding happen
