No, actually I was referring to the Mac App Store. It's consistent on GOG.
No joy for Mojave. In macOS 10.14.6, Frostpunk crashes immediately upon launch:

I suppose there’s a certain aesthetic suitability about a game set in a frozen, snow-covered wasteland refusing to run in a scorching, parched desert, but it would have been nice to have been able to run it on a pre-32-bit-apocalypse system (and in any case the developers should really have updated the LSMinimumSystemVersion key in the Info.plist file).

Thanks for testing that...it did seem likely that it required 10.15, and I don't see how it could be 10.13 compatible anyway. 10.14, maybe, since I'm assuming they're using Metal. (Which makes things more difficult for a Linux version, since that would require porting the graphics to Vulkan.)
