Because GoG is not a Steam. Here you actually buy games, not renting them. If you ever decide to leave GoG, you will keep your games.If you decide to leave Steam, well, you may keep your keys..

Simple - GOG knows quality of games that can be worthy given away for free.

Steam's idea of freebies? Oh, a key to a crappy $0.99 title that's crapware, buggy, broken and ultimately not fun.

Yeah I think I'm good with GOG and even Origin's freebies.

Simple. GOG isn't Steam or isn't owned by Valve. They can make as many free promotions as they want with whatever games they want to go free. That and like someone else said above, they prefer to give away a quality free game over a crappy broken game.
