Well, given that crisigale was Town, and she spoke of going "friendly", do you think that she meant she'd do something to Mafia's benefit?

If all she did was vote, then all she did was vote. She's not all-knowing that she knew who was scum and who wasn't (or was she?! :O).
If the scenario is as I have laid it out, all we get is her best guess.

I'm not even convinced it's a Spectre's doing. It could still be a mechanic that kicks in at a certain Day, or when Town's down to one Power-Role, a combo, or something else that agentcarr16 thought up.
