EDIT!!!: I'm not bashing anyone so don't put me in that crowd. My comment is based on the sole experience I had with the CM in that my political shit hole of a thread is still around despite the CM knowing my want to lock it. He hasn't even been here for a week yet. And people like you, as he's already stated, aren't exactly making him feel great about his new job. He's trying to be enthusiastic and instead of support, he gets "Oh, ANOTHER one! What a joke!"
Perhaps if you'd actually have cared to check on the history of the guy, you'd have noted that he HAS addressed the issue of him not being able to do anything quite yet due to lack of authority and some tech limitations, but he has ALSO shown to be proactive and willing to help, which is more than can be said of "the others".
If you want to criticize him for lack of activity (even though he's new and still trying to get a feel for the community so he doesn't take any rash actions), you should still at least give him credit for his attitude.
