So how does it fare? Is it just Fallout 4 in London, or did they add skills and proper perks like an actual Fallout game?

The leveling works like Fallout 4. It appears so far (I've gotten through about half the tutorial.) that the major differences are in item design and character writing. I can only hope for now that it's a return to New Vegas morality tracking.
