Yeah, he talks like if that was a bad thing. I couldn't care less if it adds realism, it's annoying.
Imagine accidentally breaking a Gauss rifle in Fallout 2, a very expensive, and rare weapon.
Now you have to find the right parts and fix it, or buy a new one.
It would be a nightmare...

They're always so long winded with their essays/text wall.

1) Bethesda.net is clunky to use.
2) Bethesda.net has almost no moderation.
3) Nexus mod users can now indicate if they are going to be porting their mods for consoles.
Band-aid for a bullethole at this point but thats the extent of Nexus's power. Screwing over mod makers will not end well for regular mod users.
I'm over FO4, I never even finished the main quest but I would like to play the updated Skyrim in the future with all my old mods installed. I just don't wanna wade through a shitstorm to do it.
They're now requiring you to link your Steam account to upload mods apparently, requiring you to own the game.

Well if i'm a mod thief with FO4 on my console and I want your super badass mod on my console but I can't upload it to bethesdadotnet cause I don't have FO4 on Steam then I'd go get a copy either through Steam or some key reseller.

Yes, most console owners will want to buy the game again on PC to upload that one mod they want... some likely will even buy a second hand cheap PC, just to do so...
Seriously? No.

To mod for F4 you need the game on PC and an account on Steam. So it seems rather reasonable to link this together with the needed account on Bethesda.net for the mod kit, to ensure a mod is actually coming from it's creator.
Yes, some will likely still trying to circumvent it with a throwaway / second Steam account. Those caught, can then easily be banned.

F4 modding IS already on XBox One, in closed beta for Playstation 4, while Skyrim remaster is coming this fall for PC and those consoles with mod support.
At least that's my current state of knowledge - you're sure you haven't mixed up something?

My timing might be off, I just remember watching hours of Bethesda presentations at E3 and they talked about mods on consoles. Don't remember the details as I have no interest in consoles. :)

Ah, perhaps that was it. All the E3 footage has become a blur in my head, and about 60% of it was amazing looking games that I watched footage of thinking "wow, that looks like it'd be fun to buy some time" to find out they were Playstation or Xbox console exclusives, meaning I'll never ever play them. Not from Bethesda mind you, but just E3 in general. :) I wish they would subdivide it into "console crap" and "PC Master Gaming Race" and make it clear at the start of each video what it is. :)
