As far as I know youre still not allowed to sell the game in Germany (the uncut version I mean), I could be wrong though.
Which is pretty weird since the GOTY-version of Fallout: NV is uncensored for us germans.

Edit: Since a couple months you´re allowed to buy Mortal Kombat X as a german, while games like Saints Row 2 are heavily censored (just wanted to point out how dumb our rating and banning system is :) ).

Well, Fallout 3 and Fallout New Vegas were not banned, but censored. The weird thing is, that there are two versions of Fallout New Vegas in Germany. The Original version without the DLCs is censored, but the version which contains the game + DLCs isn`t censored in Germany.
So if you buy the original game without DLCs you`ll get the cednsored version, but if you buy the game version that contains the DLCS too, you`ll get the uncensored version!
Weird? Yep, that`s Germany!!!!

Grargar: Good (and not good™) news for German users and perhaps the reason why Bethesda was holding back a GOG release (that and perhaps, any possible technical difficulty in removing the GFWL requirement).

My old censored retail GOTY version isn't tied to GFWL, works fine with an uncut patch and is DRM free if you use a mod manager (which you have to do anyway to enjoy this game).
I like to play it with realistic gore but without the annoying death slowmos.

It's allowed to buy and play it if your 18+ years old and so are all the games on the index, the german stores just aren't allowed to openly advertise it like putting it into the shelf but they are allowed to order it if a customer asks for the game. They even can have the game in their storage and sell it if somebody asks for the game.

Concerning the ratings, they're heavily based on luck in germany, it depends on who tests the game and big publishers often just try it again if they don't like the result until they get a rating they like.

The original release of Skyrim was (accidentally) DRM-free, so I presume it is very much doable. Probably there's not much to "remove", just make sure it is inert and won't require the Steam client, that's all.

Many GOG games apparently have some Steam dll leftovers etc, but they don¨t prevent those games from being sold on GOG.

I guess it mostly becomes a question whether the publisher thinks it is a good idea to release the game without Steamworks functionality, more so than that there are difficult technical obstacles preventing it.
