Mention of Games for Windows Live looks promising.

Wasn't GOG's version installed with some kind of mod that didn't require it, I thought? At least that's how it was marketed, I think. Could be wrong due to faulty memory though.

It shouldn't require it since it's a form of DRM. I don't think it does. I had trouble running it too but it wasn't because of the GFWL thing. I should try again though it's been awhile.
Played the GoG version of F3 GOTY a few months ago with no issues on Win7 and no GFWL needed. I ran the game using Galaxy so maybe try that.

It's just one of the possible causes, but not with the GOG version iirc.

The OP's problem seemed to have been he has a Intel HD graphics processor, and Fallout 3 has always had an issue with Interl Grpahics porcessors...as do a great many games. In fact the requirements on the GOG page for fallout 3 says Intel video chips are not supported.
There are a couple of workarounds, and I am happy the OP found one, but still, if you buy a game and your computer does not meet it's requirements don't be surprised if you have a hard time..or find it just plain impossible..to run it.
GFWL had nothing to do with it.
Frankly, if you are going play a lot of games, you really want something a lot better then a Intel Video Processor.

Glad you got it working, but people really need to understand that an Intel graphics processor is not a gaming processor and is never really supported.

But there is an astounding amount of games that run on it.

From my past experience, Intel graphics worked great with many old games, even better (more compatible) than e.g. NVidia (e.g. the infamous Gorky 17 which was unplayable due to bugs on Geforce for me, but worked flawlessly on Intel HD 4000).

For newer games though, I guess the main problem is lack of performance. Not sure how the latest and greatest Intel graphics (Iris?) perform.

They still perform abysmally in comparison to low-range dGPUs, and I doubt that'll ever really change. Hell, my (already then) average dGPU on my 6+ years-old lappie still beats the crap out of anything Intel-integrated. Then again, the latter never were meant for gaming anyway. *shrug*
