No clue about if its the same with Fallout : NV though. Similarly EA held off on releasing Dragon Age : Inquisition, and I think reason was a romance-able (read fuckable since its Bioware) centaur looking guy called Iron Bull.
I honestly don't know wether to laugh or cry... Such lame excuses.
Correct me if I'm wrong but I would guess India is quite a desirable market.

amok: How realistically would you enforce this? Does it apply to all developers (Indie and AAA)? Will there be a limit to how few alternatives they must provide? Will you enforce that the other providers have the same framework as Steam (i.e. various aspects of steamworks), or will the publishers be compensated for additional work needed for porting the games? What kind of punishment would there be for publishers who do not agree? and many other questions....
Truthfully I know, but I just want something to reduce VALVe's grip over PC Gaming.

Maybe mandatory removal of all local DRM after X months from release, with account based authentication for MP. It would make companies more likely to re-release on places like GoG after the DRM window has expired.

Probably not as desirable as many others, especially when fallout 3 came out, but now that steam supports our currency and our minimum download speeds are up, I'd say companies probably see it as a good emerging market. Piracy rate was and is high, but certain paid games have become very popular (namely CS : GO and FIFA). The potential is definitely there though. Certain sites that sell only (physical) gaming stuff have existed for quite a long time, so there is profit to be found.

Britain should also do something about the dollar = pound practice. Some of the converted game prices I see when looking at discount documentation sites makes my eyes water.
