I miss here some good quality educational game. For example game for learn to programming. On Steam there are very few. You don't know about anything?

If you want to learn pick up one of the main game engines and do it, unity, unreal, godot etc. Or one of the game builder types, like gamemaker. They are tools, and have build certain games tutorials and such like.

Capitalism Plus and Capitalism 2 for learning how economy works.

Double the Human Resource Machine and its sequel - while they are puzzles, you still learn the flow of algorithms pretty well (however, they arent something, you would suggest to 7 years old - while they all begin slowly, difficulty escalates quickly and, if you arent man of math, you may get stuck soon).
Games by Zachtronics (except for, maybe, Opus Magnum) are more complex and less newbie-friendly, while still serve the purpouse, you've asked about. Good - indeed, but damn difficult to begin with.
There is also a Hacknet, but thats a bit of different beast - its closer to the system administration, than programming.

Also - kind of offtop, but, depending on age of person, you want to wololo into this religion, you can learn programming during making of your own games.
Gamemaker is awesome for such purpouse (didnt try GMS, but GM8 was my entry point), as said above. Or you can try some easy languages like python or lua
Classic educational games like Reader Rabbit and Treasure Mountain are basically in rights hell.

But since those aren't your aim, I guess I'll just suggest Factorio (if it goes on sale).

The developer of Factorio have a "no sale" policy, and they are serious.
The game did not have any sale yet, and I will not expect any sale of it in next 1 or 2 years.

Do City Sims/builders count as educational?

I always thought the SimCity games were, to an extent.
Kerbal Space Program.

Or the Cook, Serve, Delicious! games. There's no typing of words or anything, but you'd still better know (or learn) your way around the keyboard if you want to stay on top of all the orders during rush hour -- especially in "new game plus" mode.
Pajama Sam is kind of edutainment-y. ;) (not for learning programming of course)
