In the title of this thread, shouldn't it be "In Development: One Lonely Outpost", rather than "Early Access: One Lonely Outpost"?

They gave up pretending that "in development" isn't exactly "early access" a while ago. If you look at the store search under "release status" there is only "early access" not "in development". I think they are in the process of changing everything to "early access".
I played demo of this just this weekend and it was quite fun. Not awesome but certainly enjoyable. Like The Planet Crafter meets Stardew Valley. Unfortunately I don't do early access, so now I have to let it do its thing for several years and forget it exists until it hopefully comes out fully.
With some luck The Planet Crafter will come out of EA in the meantime so there will be something to do to pass the time.

This was exactly my thought when I saw this thread.

I thought in development was just gogs version of steams early access

Personally I never buy games that don't actually exist but I am now baffled by the change in terminology.

Is there really a technical difference? Or is this just gog confusing matters as usual?

Gog are all of a sudden trying to make a distinction in their definition, but are not informing anyone what the distinction is.

It is not all of a sudden, that looks like the same text that has been there since they launched early access. They haven't even changed the text to reflect the "new" general refund policy that is not that recent any more. The point of that page is just to make it sound like they will do something to prevent you from being completely taken advantage of by early access while in reality they won't.

This is from a FAQ on their steam forums:
What happened to the art style? Why was it changed?
The exact why behind the art style change isn't something we know. The original developers made the decision to shift from the original style to what the game is today. When Freedom took over the development process after the previous developers stepped down, they looked into reverting to the original style. Unfortunately, this would have required restarting the game from scratch and making the wait of our amazing supporters even longer. Instead, they went with the newer art direction and are constantly working to make it the best it can be.
