More popular than Deus Ex? That leaves only quite a small selection of games. Baldurs Gate, System Shock 2 and Ultima 7 might qualify, but I can't remember inserting a severed leg into a tank with a floating body in either of them. Though System Shock 2 at least hat tanks with bodies.

Perhaps it is Planescape: Torment? That might qualify too popularity-wise and the scene is weird enough for that game. I think I remember a scene like that from some game, but I don't remember whether it really was PS:T
