I managed to get Ultima III to download and install under Windows 10 a little while ago.

I'm trying all my other older orders and nothing is being allowed.

What is the secret trick? For example I want to re-download my old order from 2015
Ultima IX. How can I do this?

Assuming you are using the correct account (the one that you purchased the games with) then you should have access to DL all games you purchased. You might also wanna try Galaxy as a client that will do things for you like downloading and patching your games.
Well, it depends on how you want to accomplish this.

One way would be to use the optional Galaxy client which makes instaling and organizing your collection a fair bit more automated.

Another, would be to go to your username, hover the cursor over it, roll your cursor down to games, and click that to enter your collection.

From there, you can either search directly, or navigate to the game of your choice. Click on the card you want, and if you don't want Galaxy, go down and toggle "Download backup game installers" until you see the game title, a version number, and a data side. You click that, and it'll download an installer which will be placed wherever your browser specifies to.

From there, you would execute the installer and the game will ask where to install and I'm sure I've overexplained this enough.

...as long as the OP purchased those games here on GOG and didn't get a key in a shady back alley like G2A or Kinguin, of course.

But before jumping to conclusions, the OP should better clarify what's the problem exactly: whether the games don't appear in the library, or that they do but cannot be downloaded/installed, or something else?

My guess that John ended up in the game list of the profile. This can be really confusing for people who don't know that there are two game lists with different functions. They should be interlinked.

Why not? Old customer who only bought a few old games back in the day. For whatever reasons, has stayed away from GOG for a good while, and is now back only to find the place quite different from the way it was before.

My guess is that toxicTom was right. But we'll probably never know, or we'll have to wait until 2021, when the OP comes back after another 3-year hiatus. :P

Not everyone's a spendthrift digital hoarder, you know. :) I would be willing to bet there are at least as many accounts with libraries like his as there are with multiple hundreds of games, even if you limit the scope to users who have had accounts for at least a couple years.
