No, there is no Incredible Toon Machine game included. To be fair even the firs Incredible Machine game is not there but the follow up Even More Incredible Machine is there.

It's not really two episodes, they opted to release it in two parts to get something out into the hands of the backers due to some delays. It's one complete game.

Banished is going surprisingly slowly, I have it on my wishlist but it's one I feel I can wait for another time to buy. I know it's popular here in GD but do other people feel like it's not a title to get a.s.a.p?

I'll second this. It should be an official add-on. It's seamless. But be sure you know the mechanics already. It adds a lot more complexity (in the form of resources).
