Yeah, the native voices approach is exactly what you assume and The Dark Eye is going for it, or better said the publisher.
Concerning the 0 diversity - they sort of did that with options provided in the Tasha's Cauldron source book. In there you have options to create characters without racial stats, benefits.

I get you from a setting perspective - 2nd edition has great settings - Forgotten Realms, Dark Sun, Planescape, Ravenloft, Mystara etc.
