So apparently, cp2077 received a new (pretty big) patch after 1.5 (im specifically talking on pc), and apparently one noticeable addition is a toggle to enable/disable rt-local shadows.

That's the most recent news item on the official site and the CD Projekt Red site, apart from a launch trailer. The most recent news item on Steam is a thank you video. There's nothing further in the What did just update? thread either. So if there's no changelog in your GOG library -> Cyberpunk 2077 -> More -> Changelog, then no, it doesn't exist.

To be clear, I said the changelog doesn't exist. The very first few seconds of the video refer to "an undocumented update" meaning one without a changelog.
The only new thing noted on PC in this 6-minute video was the addition of Ray-Traced Shadows.
