I don't think this has much to do with Galaxy. GOG is too small potatoes for any decisions about CDPRs next big game to hinge on it. It's rather more about how fully offline single player only games are in full retreat, at least in the AAA sector.

I didn't say GOG, I said Galaxy. The solution to what you're mentioning, the direction the market has gone in is online functionality linked to an account/client. That's Galaxy. GOG is just the convenient store front they own that has that solution ready.

Yes, the store where you get and use Galaxy. It's not like Galaxy exists separately from GOG. A Steam copy of the game is not going to be used with Galaxy.

I'm not so sure. After all, they cared enough about GOG to make Gwent Galaxy-exclusive, when they could have easily made a Steam version. And Gwent is their main money-maker these days, while waiting for Cyberpunk to come out.
