tinyE: I agree. Prison Architect is a true sandbox game for example as are the ANNO games, when playing sandbox.
STALKER and Port Royal are open world games.
What I have trouble with is Terraria. It's both. It's sandbox with boss battles. I'm a little confused by this. Of course when you enter hard mode I think it ceases to be sandbox totally.
Have I put too much thought into this? :P
So, I guess pretty much any city-building (or prison-building, space station-building, etc.) game could be considered a sandbox. STALKER and Port Royal are open world games.

That's why I stay in pre-hardmode. I like building whatever I want without any tough monsters or spreading corruption bothering me :-p I suddenly start feeling so rushed and pressured the instant I defeat Mr Flesh.
