I mean, i get why, but no one even seems to just question it, anymore. The thing, though is, i think ti's reasonable to ask, what would we rather have? Obviously this changes per context, but the stuff that tries to completely avoid the horndogs manages to feel even more bland.
Falci: I wouldn't say so. For example, female characters in MK games have, for the longest time, looked like ugly as hell women in bikinis. MKX improved a bit, but MK11 actually gave them beautiful faces (based on models) and clothes that actually make sense for them to wear in the game's context. And I think they look better than ever.
Weird: i've always heard people saying funny things about the MK characters. But, well, like i said, obviously this changes per context. Mortal kombat is about gore, at the end of the day, and unless you have a gore fetish, you're probably not going to be as concerned with the prettiness of your men and women. Meanwhile, something like huniepop, you will. Monster Hunter, it matters more than you think it should, largely because everything that would be practical is bland, so the unrealistic sexiness is an improvement, because with the odd sex appeal (which isn't that heavy outside of a few sets) affords a degree of variety that you otherwise wouldn't have. RPGs? Well, a tank better be wearing armor, while, conversely, mages should wear as little as possible to "promote the flow of magic" (which is usually a major part of a lore of a game to justify class defense and stat differences), so Grunk your crusader should not be very sexy while Lulu your mage should be wearing no more clothing than necessary to prevent Grunk from getting too tempted, while Isabelle your thief/archer should have light armor that best protects her from the brush and thorns she's always sneaking around in.
And, realistically, depending on your setting, the more death there is, the more natural sex appeal there would be in your characters from a lore perspective: gotta repopulate. Your warriors would dress for their class and battle, but spend as much time outside of that trying to preserve their genes. Times of yore, we certainly spent more time making babies than we do now, and I assure you that the pill isn't the reason behind that, as there have always been plenty of acts that don't produce children that we could've used.
But that's just focusing on the practical. Odds are, when you have the choice of

, which do you think the average woman is going to choose? Right, let's just assume we're talking to a woman who's straight, playing a single player game, so no mooching as some sort of incentive, which do you think she's going to choose for her knight character? Now, let's play the same game with a straight man. Now, which is more appealing? I'm a straight man, and i know exactly which one i'd prefer to have as my avatar, especially if the game is going to contain other characters with similar properties (thus i'd obviously choose the option that offers more diversity to the eyes so it's easier to identify 1 character from another).
Frankly, it's going to come down to what offers the most visual diversity. If you have a large female cast, tall big-booby girl in normal clothing, realistic size girl in skimpy clothing, and short flat girl in just about any attire, is going to be more diverse than completely same bodies in different colored t-shirts and jeans.
Of course, we could expect them to do as much as they can without violating the theme of the setting (by making big boobs wear green, realistic girl wear black, and white being the color of the flat girl [hello neptunia]), bu preference should naturally land on what offers the most visual diversity without being visually jarring (intentionally hideous characters, setting breaking characters, etc). Frankly, especially with females, visual diversity usually ends up with (I'm tempted to go as far as to say that it implies) sex appeal, but this affects males as well (to a much lesser degree, of course), which is why a large number of people used to say funny things about those "ugly" Mortal Kombat women. And let's not even get into the white mage from Final Fantasy 1 which turned out to be a closet scottsman when "she" grew up.
