I don't think it was explicitly banned, just not translated and marketed outside Japan. It only got publicity due to media reports about it.

Such games could induce young people to promiscuous behaviour and make it seem like sleeping around, taking part in orgies, prostituting oneself etc. is a good thing to do, instead of very dangerous behaviour that could easily lead to getting a painful sexually transmitted disease.
