DoomSooth: I don't believe age matters. I got my first account when I was 12 but that was before debit cards existed. It's possible that you need to be a certain age to use one.
As for accounts a parent can open a bank account for their child from a very young age. I had a couple in my name through primary school. The issue then becomes what access they can have at what age. There are likely restrictions for instance whether they can withdraw funds without parental approval and the like. But the closer you get to 16, the less influence parents have on the accounts unless they are signees or it's a special trust fund or something.
There are indeed age requirements for debit cards. For instance from Australia's Commonwealth Bank (Mastercard variety):
> Be aged 14 years or older, or aged 9 – 13 years with parent/guardian permission to operate account;
That's just one example. But all this is may be moot if the OP hasn't got his parent's permission to access this site in the first place:
