Do you mean 4 thousand dollars (the first figure you mentioned, with the comma) or just 4 dollars (the second figure, with the decimal point)? There is a big difference.

And Germany. Well, I guess that's how it is in most countries since most countries seem to use a comma to indicate decimal numbers.
