They now are on version 0.74-2. How long has it been since 0.74 released anyway?

Not unless you use some kind of virtual keyboard and not unless you make massive preparation to the DOSbox environment.

You capable and willing to code drivers for Windows 98 and think it is possible to get co-operation from the manufacturers of the devices? Is there USB 2 support in Windows 98 or you would need to start with that or bluetooth or something.

It depends how it even attempts to read the phone in the first place, and then I'd say start from there.
