You can vote for it here and since capsized is already on gog, maybe we can have this title on gog as well :) The art looks really nice

According to the latest news from the developer, Apotheon's release is set for the first week of February (2015).

I think this means the Steam release. Not sure if they intend to release simultaneously on gog.com.
