Is there anyone here that is more strict than me? In particular, is there anyone here who will refuse to buy any game that happens to be available on Steam, even if it is available elsewhere DRM-free?

No, I'm not saying I would refuse to buy a game like Fallout. I am just wondering if there is any one here who would refuse to buy such a game for that reason.
I haven't played it, but it seems to be the popular whipping boy for over-hyped mediocrity...

But really, I don't care about serial numbers that are checked by the installer without going online. At that point, it's not really DRM (IMO) since they give you the key to install it and it's simply up to you to not lose it. As soon as it requires an online check to install or to play each time, that's my line. Certain game mechanics do require it (such as leader boards for online play) and I can live with that. Er, could live with it if I played those types of game.
How about a game that doesn't require an online check, but does require that you plug a special USB dongle in to your computer (which is included with the game and serves no other purpose) to play? (Some non-game software actually uses this sort of DRM.)

Well, there's that video posted a couple weeks back, from the doofus who thinks that presence on the Steam store equates to DRM on ANY store, including this one...

Nope. Had to deal with those damn things at the last company I worked for. For some dumb reason they locked the machine software behind a dongle, though the software served no purpose other than to operate a machine with those exact options and features. Oh, and software updates sometimes required dongle updates, of all things.

My policy is simple. If GOG has game X, I will buy it from GOG. Otherwise, say hello to Steam. :|

bad_fur_day1: forcing me to download the entire 30gb Empire: Total War when I bought the disk. Not acceptable.
I stopped following Creative Assembly Games after Medieval II because of the Empire whole mess. After Alpha Protocol and its patch which removed DRM (or disc check I don't remember exactly) I naievely thought that Sega came back on its stance about DRM.

So I bought Shogun II, and it did the same thing happened to you with Empire. I preordered the collector's edition of Shogun II, but with this, I never launched any battle or campaign. A whole pile of dust. A whole 100€ pile of dust, at a time when € was way higher than it is now.

And in the same time, I had Witcher 2 (collector's edition) and then discovered Gog.

Never came back to Steam. And never will.
The bottom line is this..... if everyone simply refused to buy the first games to come out with more unreasonable DRM elements, then it would have died out there and then.

Because when it comes to DRM, If you accept it, what you do is encourage more of it.

But DRM have never stopped me from playing games I want.

I have thousand games on Steam, Battle Net, uPlay, Origin and have found no issue playing them except when my own connection goes bonker for WoW/Diablo 3 or other online games, for example.

I can play my SP games just fine even when my Internet is cut off. Last night I completed Fault Milestone One on Steam without Internet (no signal) at all. Achievements unlocked, Credits rolled, save game intact.

Even SecuROM-ed game works just fine on my Windows 10 laptop. Hello Romance of the Three Kingdoms 11.

So in my case, instead of hating on Steam or Activision or Microsoft, I'll just play the latest games I want to play on platform I can use. That's all there is to it.
