Its a strange situation, I know. I wanna to get it before the sale ends and I don't get paid again till after the bundle sale ends. My parents need all the money for gas and stuff, so I can't ask them.

Easy way: Ask someone you know and who trusts you to buy it for you and refund them later once you have $23.27 in your Paypal account

Complicated way: If you primarily want Morrowind, you could team up with someone who already has Morrowind but wants to get the bundle discount for Redguard and Battlespire. That person could buy the bundle as a gift, redeem Redguard and Battlespire for themselves and send you the code for Morrowind once you transfer $15 from your Paypal to theirs.
Sounds complicated and it would have to be someone you trust and who trusts you..

By the time you're finished with Morrowind, sometime in the near future the bundle will eventually go on sale again and then you can do the same for another person meaning you'll buy the bundle, redeem Redguard and Battlespire and send Morrowind to the other person. I don't think this maneuver would count as illegal reselling or anything, it's just working around temporary Paypal fund shortages. The first option is arguably a lot more simple.

It might be tough because you don't have a high rep/good reputation with the community yet, but somebody here (an established member of the community) might be willing to gift it to you if you give them what money you have. Maybe take a screenshot of your account (games) to show you've bought here before and aren't a scammer?
