I had never heard of this game, but looking at it now, I wish they would bring it back too. Plus, these licensing issues are bullshit. If the rights to the game are in Limbo then why couldn't the former devs of Arctic Forms just re-release the game themselves? Who is going to stop them or take issue with that if nobody owns the IP? I don't understand these types of licensing issues, as it just seems that people like to make it much much more complicated then it should be.

Somebody probably owns it. More are likely to claim they do. Licencing issues are not unlike mexican stand-offs: if you take the first step and publish the game, you expose yourself to legal procedures which can drain a lot of ressources (money and time). It's very dissuasive.

And sadly, I doubt Cryostasis has enough groundswell behind it for someone to swoop in Nightdrive-style and sort out the legal issues.

It's always a real shame when this sort of thing happens to good games :(
