Haha... guess it's either that or Steampowered! Anyway, the barrel thing is a running joke in the Atelier series. They're mostly games but the one you linked is from its anime. They have a number of stuff revolving around barrels but the main thing is that their characters will always say "Barrel!" or a variation of that whenever they see one. It can be hard to get if you're not familiar with it.

Both options are available. It's got an English dub, and a Japanese dub with English subs (of course.) I watch it with the latter option, feels more natural to me.

Actually, it's the other way around. The first LWA short was done before Kill la Kill.

Hmm... Pretty cool. No cinema's here, so I'll be waiting for a DVD/BluRay release or something sadly. I definitely want to check it out.
