Wow, thanks for all the answers.
But I don't think we found it although Rise of the Dragon seems very close. The looks are there, but the more I think about it, the more I think it was a higher resolution game, probably with only 16 colors (I am talking about the PC/DOS era by the way). It was somewhat darker I think and I think RotD has much more 'animation' in it, but it´s a real fuzzy memory :)

I will, however, play RotD because it looks interesting. I vaguely remember playing that game as well in those days, also being a bit too young to (want to) understand it.

EDIT: I just read the last posts and indeed, it might be more Cyberpunk and not Steampunk what I am remembering.

Have you checked out the various Tex Murphy games available on GOG?

There might be a chance that it's one of them.
It´s certainly not Tex Murphy. I even think in the game I am trying to find that your character was never visible.

scippie75: So, when I was younger I remember playing this adventure game I was too young to understand and I have been looking for it for years now because even if I didn't understand it, it felt special. I don't know its name, I don't even know what it was about, but I remember that is was kind of steampunk japanese like (a bit like DEX). I also remember a scene where I had to rewrite some electrical box for some reason. It was point and click I think, and I also remember that I had a room or apartment or something like that with this kind of buzzing noise like from a neon light.

I think it must have been a game in the early 90's, I don't really remember if it had 4, 16 or more colors, but I think it was 16 or 256 colors.

Does anyone in here know what game I am talking about?

EDIT: It might have been cyberpunk, not steampunk.
How about either of these two:
Manhunter: New York
Manhunter 2: San Francisco

Could have been Neuromancer, then?

Edit:
Oh, sorry. Blakstar beat me to it. I would have suggested it earlier, except you said steampunk, which it definitely isn't.

How about Cyberia? Think there was some kind of bomb defusal scene early on?
No, none of those :(
It was certainly not an FPS or something with arcade flying, it was point and click and I am quite sure that you couldn´t see your own character, not in the first scenes I mildly remember anyway.

I think Rise of the Dragon is the game that comes closest to what I am looking for, but I am certain that it was another game, more dark, less animation (maybe older), probably higher res with less colors.
How long ago was this? 'Cause this sounds exactly like Lumino City to me.

Edit: Wait, no, the description is off, nevermind, misread.
Unlikely, but perhaps Policenauts?

It's possible you played a different version of it. There was a Sega version, an Amiga version, a DOS version, and a Macintosh version.
You can see comparisons between the versions in this link.

It was the DOS version which seems to be 256 color and with a visible character.
