I remember watching a documentary about it and they mentioned that they can get far better conditions like decent pay, health care, the freedom of choosing customers and since it's legal they don't have to worry about legal issues.
It really depends from places to places and the type of prostitution. The German FKK is a different system than the "windows" in Amsterdam which is different from street hooking and internet escorting.

In Belgium, it's tolerated but there is no health care of fixed salary. The most popular type is "window prostitution" but the girls have to rent their "window" and there are huge differences between cities. The most exepensive are in Brussels where the rent is generally 250€ PER DAY so basically, even if the girl can refuse clients (and trust me, the crowd in the RDL can be very subpar) she still has to get her first 5 clients per day (50€ for basic service) to even begin making a profit. Naturally, the city is taxing those windows and is making a lot of money from it. That's why some girls (like Julie in the video) prefers to go freelance in the streets or on internet so they can keep all the money (if there is no pimp around of course).

On the contrary, paid sex still exists. You just have to pay 1.500€ and 3.500€ on top of the initial fees. No more cheap paid sex though.

FKK doesn't have anything to do with prostitution, though. It's just nudism.

Yep, I know the original meaning of FKK is more about "natural" nudism but for us foreigners, that's the keyword we search for ;) (although I never went in Germany for that)

We've had a similar thing for a while. A prostitute is allowed to offer services, but it's against the law to make use of said services.

Meanwhile in the Netherlands they legalized weed and prostitution. Now their main problem is that they have to close some jails because they have nobody to put in them.
