Hello I was born in 93 and remember playing the interactive city game or idk if it was a game but you could move the people and cars around and randomly drop people and objects anywhere and apply sounds like honking to a car and you could make the people tall or short like stretch them out omg someone please help me and I really being able to kinda go into some of the buildings and I think you could move the buildings around it wasnt a sky on the game or anything it almost look underground like a underground world

I Played it in the late 90s early 2000s it was definitely 2D disregard the stretching People and moving buildings I might be adding stuff that you couldn’t do but focus more on the facti i For Sure Know you can add sounds to things like a dog barking to a dog a horn to a taxi and you could drag people and things around like you could take a person and put them next to the street or if you tried to put them in a car half their body would stick out again idk if it was considered a game or a interactive simulator type thing but it was on windows I played it around the time I was playing howies great word adventure

If at all I'd say it was late 90s. This does not sound like a early 90s game at all. That would mean it was made in 2D and in low res. Only very few games from that time had high res or 3D, let alone both.
Stretching in 2D and low res would look like shit, so I assume that it either used at least 2D/SVGAv or 3D with at least 640 pixels, meaning that an accelerator was used. Also stretching 3D objects means that Transform&Lighting was supported which even puts it past the 3Dfx era. Nvidia cards were among the first to support that technology.
So my guess is early 2000s.

Combine that with a list of games where you could move buildings, personally I can't think of any.

James Pond 2: Robocod was released in 1991 on Genesis/Mega Drive and SNES.

That's not the game that the OP is asking about, but it was a good-looking platformer whose hero could extend vertically.

Well, the character sprite does not stretch. Part of his body elevates. The space between the lower and the upper part is filled. There are two ways to do this that come to my mind.
1. insert the same line over and over again. It's a bit cost intensive to create a new display for every frame, but it could be done and probably would be done this way these days.
It's more likely that they
2. Use one sprite that fills the entire screen in height and use a bitmask to determine which parts are shown.

As for how you think it was done, the top part of the armor has an opaque rectangle that's about 16x20 pixels, so I guess the stretching is done by putting a few 16x20 sprites in the background, and letting the armor draw over the top one.

OP: Do you have any idea which computer or console this game was on?

Soooo possibly a game or program released around the end of the 90's maybe even creeping into the 2000's ? Playing around with the themes of win 98, i always loved the mystery theme myself. The squeeking door, the owl. So much atmosphere! Nothing like the current days. Now their planning to replace windows mail with outlook. The wanna that sleek looking optimized clean mail program for this ..... database program.... like that fits into windows... suckers..... Guess i will need a fresh mail program by that time?!

Microsoft 95 maybe I just remember playing it around the same time as howies great word adventure Late 90s early 2000s

No I’m pretty sure it was released before then thats just when I was playing
