I found it through brute force, just browsing 3 years of TV schedule magazines. And a few others I forgot about, but that one was on the tip of my tongue just like this one, had plenty of details from it, but couldn't find it I'll just browse all the Evil Babes list unitl I come up with something, that site has TV movies & series too.
Well, I also thought it could have been Body of Evidence, but you're not gonna forget Madonna. lol

Pretty sure even Madonna's probably trying to forget about that hot mess.
I also think it may be a Silk Stalkings episode or movie. It always seemed to involve detectives.

I already did that 3 years ago and nobody replied. I asked 2 questions, about this and about Bad Company (2002, with Anthony Hopkins), no replies there either. That discouraged me because I thought both were obscure TV movies. Then last September I found movies.stackexchange.com and I saw it had great results for others. They found Bad Company in 5 minutes and 2 others in reasonable time. Then when support for "ID this movie" dopped, I switched to Reddit which helped find some more. This question in particular was very popular on both sites, maybe people liked the idea of being stalkede by a blonde.

I'll go into the evilbabes wiki more in depth this weekend. I found many movies by just taking various actors and checking out trailers for teir films, or from TV schedule magazines but not this one.

Well, I thought some wacky movies I remembered were impossible, until I found like 90% of them
EDIT: And based on stupid stuff from them, not knowing too many details.
