1) I had a boxed retail game once that i redeemed on an older steam account. Now that "remove game from your account permanently" exists, if i manually remove it from old account, can i use the retail key on my current one to claim game there?

2) Let's assume i preordered a game and for various reasons, i refunded (crappy, buggy, broken, not even working and launching port). Let's assume that i figured out how to make the pirate version work well and i would be interested in rebuying (some time later, on big discount). Will i get the preorder exclusives on second purchase, since i did preorder and game had them for me, at start?

1. It is not actually removed from your account. It's a more extreme version of hiding the game.
You will not be able to reuse the key.

2. Probably not unless those are contained in your save file and the game is set up in a certain way.
Generally I would say no you will not have the preorder bonus.

Point was because devs LIED and instead of delivering a well optimized, stable product meant for pcs, as per their own words, instead they released a piece of garbage third rate port, full of issues, for a big portion of people even completely unplayable, not only poorly optimized but NOT EVEN OPTIMIZED, even worse. They built up hype, they stepped on the fans of the universe, they delayed for months and the end result? Garbage. Sorry but Bradley votes with wallet and brains. So i refunded. First patch is out, so i naturally tried the pirated version and at least it now simply works, with 2-3 of the endless issues taken care of. So naturally, since i am trapped in being a fan of that universe, i am thinking of rebuying the game when on serious discount. Just wondering if one time Preorder bonuses can remain in refunded and repurchased version, that is all. Not that i would sell my soul to gaben for said bonuses.

Imagine how much i like that title, however, in order for my hatred for steam, preordering policy, day 1 exclusive content policy etc, to be overlooked by strict, bitchy me... I have my weaknesses and moments of doubt, as everyone does. Thankfully, this is the only game i would absolutely need to get that bad, so as to stomach steam.

I think it is unlikely you would get the preorder bonuses back, but these are questions better asked of Steam support than gamers on a forum for a competing store.

Yes, this is the case, i asked there and others already bought it back, after refunding. Sucker-bait, a.k.a. "preorder exclusives", gone. Whatever is gone, is gone... Since the game was a broken cash-grab, i won't miss it anyway...

Ahh you are telling me...! First time in all my gaming life, i broke the NEVER-PREORDER taboo on Witcher 3... But it turned out solid gold of a game... Plus those idiotic devs promised public that game would be perfectly optimized for pc, it being developed there primarily and it having the same quality and performance on any media it was released for... Not my fault... I merely believed what they stated in public! Now i will sit back, enjoy my pirated version, since second patch is reported to break some things while trying to fix previous issues (and everyone knows that Steam unlike Galaxy doesn't have rollbacks to previous versions) and wait for a BIG discount, enough to "compensate" me for those liar, crooks, and other cosmetic descriptions, people. I should have figured they were consummate lowlives their publishers, though, my fault, i even "accused" them here on the forums before, because they wronged CDPR and embezzled from them a hefty sum that should have been sent to them, a long time ago...
Most likely a re-bought game is considered as a separate 2nd sell, independent of your account previously having another version of it as preorder.

I'm curious; what devilish game is it that turned you upside down? :D

Wait, am I missing something? You, the anti-Steam ideologue, bought Witcher 3 on Steam? That's beautiful, if so.

Anyway, preorder bonuses are sort of a thank-you for paying full price so the company can pay their employees. Still, since you're a peg-legged, morally bankrupt sea devil, you should find the old "exclusive content" mantra for PC to hold up - if you want the content, it's there. Pay for the game, pirate the extras, and maybe play a little game of cat-and-mouse with the client to make sure it doesn't phone home and "fix" your installation.

You got that wrong. I said i broke my preorder taboo for witcher 3, but never did i say it is the game i bought on steam... About the rest, it made my night!

If it helps, I don't use steam full stop. I don't pre-order full stop. You be amazed at all the problems I don't have. Learn some patience. Witcher 3 will be on my radar some years down the line, when it is complete, patched to working, not before, nor with any other game where they try all this nonsense on.
