He's the leader of the Cavefish. Nuff said.

He knew where the ramp could be found and everything about the Cavefish.

And the silhouetted mystery cavefish that appears when ben dumps the ramp in the tunnel has the same voice as Torque yet slightly altered. :) Plus his outlined head looks similar to Torque's long hair.

Dun dun Duuuuun. also it feels like that whole cavefish part should be in the game more.. i mean i think the game ends pretty early and is a bit weak in the story. could have been so much more.

Concept art implies they had planned for more cavefish stuff.. must've been rough development process, which is why the game is so short.

(Shame there's nothing about the cut pejote-induced hallucination scenario, though)

Yeah, I had looked through the concept art and it looks like they did have a design in mind for the leader of the Cavefish.

Thinking that there was a chance where Ben gets caught by them and imprisoned and has a long drawn out puzzle to escape.

No he's not. He's an Ex Polecat and he's in that road just because he was bored and wanted a bit of action, just like all the other gangs that are in the same road. He also shows up at the end for the funeral but he's retired.
