I go to the web address next to the Extra Key, GOG applies the coupon but won't let me select Frozen Synapse (to get the second key) because I already own it. What am I missing?

What are you trying to do? If you got the "Extra Key" from your own library, you own the game already. So download and play. (If you haven't figured that out already.)
