Did anyone encounter a bug where you cant build roads near an outpost location ?

Yes, I have.
I only noticed it in the refugees scenario, since build space is so plentiful in new home and arks that I never attempted to build on top of resource sites. I didn't think much of it, and just presumed the outpost site was special.
