The quest for New Manchester is broken. I had all the resources ready but they would not change the status of the objective. I only got 1/3 even though I maxed out the wood and steel. The problem, I believe, is that that I got the resources from my scouts so I think that's why the game doesn't register them right!

Also, I think that not all achievements are implemented, because I did achieve in game some that are still inactive.

No, you simply need to send the expedition through the beacon, like other scout units.

It did not show up because the objective did not complete. It has stuck at 1/3 even though I had all the conditions completed. I am not the only player that encountered this issue.

it took me a while to notice the little arrow to the right off the scout ...

It cannot complete if you do not send the expedition. Could you please click on your Beacon and scroll through the available types of "expeditionary forces" you can send, to check if you can dispatch a New Manchester Expedition?

Oh is THAT how you "send" resources? I never figured it out and so failed those objectives. Will have to go back and try again, thanks!
