They found the journal at the crash site, but they're stuck in "waiting" and I have no idea how to get them out of this state.

I'm not sure but I think you have to click the town on the map and click the green arrow? But if there's no green arrow you might not have the scouts targeted, and in that case click the scouts (or at least the scouts circle on the right side of the screen with the "waiting" note) and then try clicking the town again :)

Select your scout, click on your city, then click the green arrow. When your to bring them home due to the storm, do same, but once they return to city click on beacon and disband them.
