I haven't played any of the Endless Mode campaigns until the DLC just dropped, but these don't seem workable at all. I've now run 5 different colonies out until the second blizzard (day ~30?) and my scouts have never found any additional survivors. I just sit and watch my survivors slowly whittle away due to attrition. Is this intended behavior? It really doesn't seem like it should be.

The placement of survivors is random. This sounds like very bad luck, but it's not impossible to get into this situation. The odds of finding survivors increases the further away from your city you explore, so try to get scout speed upgrades to travel further abroad to increase your chances of finding survivors.
