DirectX 12 is not supperted on your system. Try running without the -dx12 or -d2d12 command line argument.

I try to solve with this guide from steam without success

If you are unable to even launch the game:

Please, go to C: \ Users \ User \ AppData \ Local \ 11bitstudios \ Frostpunk2 \ Steam \ Saved \ Config \ Windows
Open "Game" file
In the line "IntSetting[10]" change "Current=2" for "Current=1"
Save

On gog, i don't have Windows folder on
C: \ Users \ User \ AppData \ Local \ 11bitstudios \ Frostpunk2 \ Steam \ Saved \ Config

I also attach dxdiagexe.png to show that i have install dx12

directx 12 should not be only instilled, but also supported by your gpu. If you on laptop try to check that you are no launching game with intel HD graphics, but with dedicated gpu.

If you don't have game.ini file in the Config folder itself you can look for it in the game folder, there are usually copy of them for defaults.
I added "-d3d12" in the command line to make it work.

Amazing! This worked for me too :]
I've updated NVIDIA drivers to the latest version 561.09 and it fixed the issue.

Edit: I use Windows 10 64 bit

Can you post a screenshot of where you added it, I've tried everything and it still doesn't work.
Attaching screenshot of how I set it up in GOG Galaxy so clicking the Play button launches the game with -d3-d12 command. (Which helped me to solve the crashing on start.)
