No matter how I tweak the settings, every 3 seconds there's a visual "blip" in the video. It's maddening. Anyone experienced this?

I'm on a 1080 TI win10 system, AMD Ryzen 7 2700X Eight-Core Processor, and 32g of RAM. This system smoothly runs any game I throw at it, but this one sadly is really abysmal.

Can you run this game in win10 system? In addition to the "blip" problem you said, I am also a 64 bit win10 system, but it can't run at all. Have you made any special settings?
