I ran in to this problem too. The issue seems to be that the computer doesn't want to play the cinematic videos. To fix it, go into the game files, bring up the the configuration settings file called "epic," and change the number after DoVideo= from 1 to 0. That will stop the game from playing the videos, so you'll have to manage without them when playing, but they can be played on Youtube, and the wiki for the game shows you which videos appear at what point in the campaign.

This problem with games crashing when trying to play videos is a problem with so many of my games like swat 3 and bad mojo, am I just missing a 90's codec
I just created a new patch using dxwrapper to be able to get this game working on Windows 10. This fix will probably work with Windows 7 and Windows 8.1, but I did not test it with those versions of Windows.

The issue with this game is that it has a bug in it. It tries to access the surface memory after the surface has been released. It is actually a miracle it works at all on any OS, since this is not a valid thing for it to do.
