This is probably a stupid question.

I am trying to run this game from a Windows XP Virtual Machine (because my host is Linux) but the game will not run because of an memory restriction violation. I have tried every workaround and fix I can think of -- running it as Admin, lowest settings, even reinstalling.

So, am I correct that the lack of GPU is certainly the cause?

Not sure which entry you're asking about, but FC2 can run on intel/integrated graphics. It will look and run like shit, but I've tested on a work PC many times and it's playable.
