This the part in Fallout 2 where I buy the car in The Den, even though I have the money I keep getting the dialogue option saying I'd think about it.

Unless you're playing the bug filled version of the game, money is not the only requirement for Smith to give you the car's key.

Even in the pre-nuclear apocalypse world, a buyer doesn't need a permit (nor a license) to purchase a car.
