Is there any difference in dialogue, speeches, text descriptions and etc?Or they are simillar in this way?I mean is the English common for both of this versions(UK and US)?Or in us some slang words are exist?
According to Per Jorner's Nearly Ultimate Fallout 2 Guide:

"As an aside, there are a few known purely textual differences between the US and UK versions concerning "sensitive" words: "drug" has become "chem", and "addiction" has become "reliance" (but the "Addict" tab in the main interface is still the same). The reason why is anyone's guess, but if you've been wondering where I got this "chem" word from, that's the explanation."

So in others case, text is same?
I've never played the UK version, but I'd assume you'd also see the typical spelling differences between US and UK English. (Color vs Colour, Tire vs Tyre, etc.)
